
What DeepSeek’s Success Says About China’s Ability to Nurture Talent

The core team behind DeepSeek, the Chinese start-up that has shaken up the A.I. industry, was entirely educated in China, according to its founder. This sets it apart from many other Chinese tech firms, which have traditionally sought talent trained abroad.
As American reactions of surprise spread online, Chinese commentators reveled in the moment. Some pointed to the sheer number of science Ph.D.s China produces each year as validation of its educational prowess. One blog post headline proudly declared, “DeepSeek’s success proves our education system is exceptional.”
Recognition has also come from outside China. Last month, Pavel Durov, the founder of Telegram, attributed China’s advancements in artificial intelligence to the intense competition within its schools. “If the U.S. doesn’t reform its education system, it risks losing its tech leadership to China,” he warned in an online post.
Yet the situation is more nuanced. China has indeed made significant investments in education, particularly in science and technology, fostering a large talent pool essential to its goal of becoming a global leader in A.I. by 2025.
However, beyond the classroom, these graduates face other challenges—an often relentless corporate culture and the political constraints imposed by the ruling Communist Party. Under Xi Jinping’s leadership, the government has prioritized control over economic expansion and has shown a willingness to crack down on tech firms it deems too influential.
DeepSeek has largely avoided such pressures, partly by maintaining a low profile and emphasizing intellectual exploration over rapid profit-making. Still, it remains uncertain how long this strategy will shield it from external pressures.
“There are many young, talented, and driven researchers and engineers in China. In terms of education, particularly in A.I., I don’t see a significant gap between China and the U.S.,” said Yiran Chen, a professor of electrical and computer engineering at Duke University. “But the real challenges lie elsewhere.”
For many in China, the strength of its education system is deeply linked to the country’s global standing. The government has heavily invested in higher education, and the number of university graduates has skyrocketed—growing more than fourteenfold in the past two decades. Today, several Chinese universities are among the world’s top institutions. However, for years, China’s brightest students have sought education abroad, with many choosing to remain overseas.
By some measures, this trend is beginning to shift.
In 2020, China produced over four times as many STEM graduates as the United States. Specifically in A.I., it has introduced more than 2,300 undergraduate programs since 2018, according to research from MacroPolo, a Chicago-based think tank focused on China.
By 2022, nearly half of the world’s leading A.I. researchers had received their undergraduate education in China, compared to just 18% from U.S. institutions, according to MacroPolo’s findings. While most of these top researchers are still based in the United States, an increasing number are now working in China.
“You have all this talent emerging in recent years. They need to find opportunities somewhere,” said Damien Ma, MacroPolo’s founder.
At the same time, Washington has tightened restrictions on visas for Chinese students in sensitive fields like A.I., citing national security concerns.

“If they can’t go abroad, they’ll either start their own companies or work for Chinese firms,” Ma noted.
Critics argue that China’s education system remains overly exam-driven, potentially stifling creativity and innovation. Additionally, the rapid expansion of A.I. programs has been uneven, with not all producing world-class talent, Ma acknowledged. Nonetheless, China’s elite institutions—such as Tsinghua and Peking University—stand among the best globally, and many DeepSeek employees are their alumni.
The Chinese government has also played a role in strengthening collaboration between academia and industry, more so than in the West, according to Marina Zhang, a professor at the University of Technology Sydney specializing in Chinese innovation. The state has provided substantial funding for research and encouraged academics to contribute to national A.I. initiatives.
Yet, government involvement poses one of the greatest risks to China’s innovation landscape.
For now, Beijing has embraced A.I., but history suggests this support is not guaranteed. In 2020, concerned over its lack of control over major companies like Alibaba, the government launched a sweeping crackdown on the tech sector. (DeepSeek’s founder, Liang Wenfeng, shifted his focus from speculative trading to A.I., partly due to a separate regulatory crackdown on the financial industry.)
The resulting wave of layoffs and regulatory uncertainty has dampened enthusiasm for the tech sector, once a magnet for China’s top talent. Instead, record numbers of young professionals are now competing for civil service positions—low-paying but secure jobs.
So far, A.I. has remained somewhat insulated from this talent drain, largely due to its strategic importance, said Yanbo Wang, a professor at the University of Hong Kong specializing in China’s tech sector. He expects more Chinese A.I. start-ups to emerge, led by young innovators. However, he also noted that China’s A.I. landscape might have been even more competitive had Beijing adopted a more laissez-faire approach toward private tech companies.

“China’s long-term competitiveness in A.I. depends not just on its STEM education system, but also on how it manages private investors, entrepreneurs, and for-profit enterprises,” he said.
Even within private firms, employees often face intense pressure to deliver quick results. This has fueled a widely held perception—both inside and outside China—that while Chinese engineers excel at refining existing technologies, they struggle with groundbreaking innovation.
Liang, DeepSeek’s founder, has expressed frustration with this reality, stating last year that “China’s top talents are often undervalued. Because true innovation is so rare in society, they don’t have the opportunity to be recognized.”
DeepSeek’s success may stem as much from its differences as from the strengths it shares with other Chinese tech firms. Unlike many start-ups, it was funded by profits from its parent hedge fund. Additionally, Liang has emphasized hiring graduates from the humanities alongside computer scientists, aiming to cultivate a free-thinking intellectual environment.
Since DeepSeek’s rise, some have called for more Chinese firms to follow its example. A commentary from the Communist Party committee of Zhejiang Province, where DeepSeek is headquartered, emphasized the importance of “trusting young talent” and granting leading companies “greater autonomy over innovation resources.”
However, for China to fully harness its educated and ambitious A.I. workforce, the most effective approach might be for the government to step back.
“Innovation thrives with minimal intervention and oversight,” Liang remarked in another interview. “It often emerges naturally—it’s not something that can be deliberately planned, let alone taught.”
