Ban on D.E.I. Language Sweeps Through the Sciences

However, the Academies’ direction shifted abruptly on January 31. Following a “stop work” order from the Trump administration, the institution closed its Office of Diversity and Inclusion, removed prominent references to its D.E.I. initiatives from the homepage of its website, and put related projects on hold.

Currently, the website spotlights the Academies’ engagement in artificial intelligence and its commitment to fostering economic growth.

This swift policy change illustrates the far-reaching consequences of President Trump’s executive order on D.E.I., affecting scientific institutions nationwide, both public and private. The directive is reshaping research priorities and altering the trajectory of scientific inquiry across various disciplines.

NASA has eliminated inclusivity requirements from several of its programs. The National Institutes of Health withdrew the application process for its newly introduced Environmental Justice Scholars Program. Meanwhile, the Department of Energy’s national laboratories removed web pages that had previously underscored their commitment to diversity, and the department itself has halted its efforts to promote inclusive and equitable research.

None of these federal agencies responded to requests for comment.

Many organizations implemented D.E.I. initiatives to address historical underrepresentation in the sciences. According to a 2021 report, only 35% of STEM professionals were women, 9% were Black, and less than 1% identified as Indigenous.

Julie Posselt, associate dean at the University of Southern California, emphasized the importance of these programs. “If we aim to be a global leader in science, we must harness the full potential of our population,” she said, adding that D.E.I. initiatives help ensure a diverse workforce can thrive in scientific fields.

Federal Response

One NASA initiative impacted by these changes is FarmFlux, a research program on agricultural emissions that removed plans to recruit students from diverse backgrounds. Similarly, references to another program, Here to Observe—which collaborates with smaller academic institutions to introduce historically underrepresented students to planetary science—have been taken down from NASA’s website.

Dr. Peter Eley, a dean at Alabama Agricultural and Mechanical University who served as a liaison for minority-serving institutions in NASA’s Office of STEM in 2023, highlighted the broader impact of these programs. Many students they support, he noted, come from lower-income rural areas, regardless of race.

“Many of these students are simply unaware of the opportunities available to them,” Dr. Eley said. “They lack access to the resources that could show them what’s possible.”

At the National Science Foundation (N.S.F.), an ongoing agency-wide review is assessing grants supporting D.E.I. initiatives. One of the foundation’s key grant criteria, known as “broader impacts,” evaluates the societal benefits of funded research. This includes, but is not limited to, efforts to increase participation among underrepresented groups in science.

A program director at the N.S.F., speaking anonymously due to concerns about retaliation, revealed that a software algorithm was deployed to flag grants containing specific words and phrases linked to D.E.I., such as “activism” and “equal opportunity.” Some flagged terms were more ambiguous—like “institutional,” “underappreciated,” and “women”—or had dual meanings in scientific contexts, such as “bias” and “polarization.”

N.S.F. officials were instructed to manually review flagged grants. Some employees, including the unnamed program director, took it upon themselves to remove the flags from most awards. “I’ll probably face consequences for that,” she admitted, “but I refuse to engage in McCarthyism.”

When contacted by The New York Times, the N.S.F. declined to comment on the review process. Meanwhile, researchers with D.E.I.-related projects funded by the agency expressed uncertainty about how to comply with the executive order.

“Do we abandon the commitments outlined in our N.S.F. proposals, or do we risk violating a vague directive?” asked Adrian Fraser, a physicist at the University of Colorado Boulder.

Diana Macias, a forest ecologist at the University of California, Berkeley, who receives N.S.F. funding, voiced concerns about the potential impact on her efforts to engage tribal communities in environmental conservation. Addressing forest-related challenges, she stressed, “requires a broad coalition of people,” warning that the executive order could have far-reaching consequences for ecosystem management.

‘Preemptive Compliance’

Several scientists have raised concerns that organizations within the federal sphere appear to be overcomplying with the order, leading to confusion and frustration.

“They’re preemptively enforcing restrictions beyond what the executive order mandates,” said Christine Nattrass, a physicist at the University of Tennessee, Knoxville, who conducts research at Brookhaven National Laboratory. She clarified that she was speaking in a personal capacity, not on behalf of her institution.

According to Dr. Nattrass, internal documentation at Brookhaven National Laboratory has been scrubbed of D.E.I.-related language. Even codes of conduct—outlining professional expectations such as respectful treatment of colleagues and cultural awareness—have been quietly removed.

The impact extends beyond official documents. At the Vera C. Rubin Observatory, a global research collaboration involving independent scientists, data analysts, and technical staff, private Slack channels created for LGBTQ+ members were recently shut down without explanation. Meanwhile, at Fermi National Accelerator Laboratory in Illinois, researchers noticed that a prominent rainbow Pride flag, which had been displayed in a central building, was removed.

“It was devastating,” said Samantha Abbott, a physics graduate student conducting research at Fermilab. To Ms. Abbott, who is transgender, the flag symbolized years of advocacy for inclusion within the institution. “And now, overnight, it’s just gone.”

Neither the observatory nor the laboratories responded to requests for comment.

Broader Implications

This trend of retreating from diversity efforts is not limited to government-affiliated organizations. Two decades ago, the National Academies of Sciences, Engineering, and Medicine played a pivotal role in addressing racial disparities in healthcare with a landmark report advocating for greater minority representation in medical professions. More recently, it contributed to efforts aimed at eliminating racial biases in clinical algorithms used for medical decision-making.

For many within the Academies, the sudden reversal of these initiatives came as a shock. “For the past decade, D.E.I. has been central to everything we do,” said one employee, who spoke anonymously for fear of retaliation. “Now, it’s as if all that work is being erased.”

Although the Academies operate independently, a significant portion of their funding—58% of last year’s program expenditures—comes from federal contracts, according to spokesperson Dana Korsen.

Meanwhile, the Howard Hughes Medical Institute, one of the world’s largest biomedical research philanthropies, recently canceled its $60 million Inclusive Excellence program, which aimed to promote diversity in STEM education.

When asked about the decision, spokesperson Alyssa Tomlinson affirmed the institute’s commitment to supporting talented scientists and students but declined to explain why the funding was cut.

Internationally, the changes in U.S. policy are raising concerns among scientists abroad. One American researcher based in Canada, who studies topics requiring U.S.-based research funding, worried about how Canadian agencies would now perceive his grant applications.

“With the rise of ‘America First’ policies, the removal of D.E.I., and ongoing tariff threats, there’s less incentive for Canadian institutions to invest in research tied to the U.S.,” he said. “And that could wipe out 95% of my funding.”

Despite these challenges, some researchers remain steadfast in their commitment to D.E.I. initiatives. Johan Bonilla Castro, a nonbinary Latinx physicist at Northeastern University, continues to promote particle physics research in Costa Rica and refuses to omit their racial and gender identity from grant applications, even if it risks rejection.

“I could sanitize my proposals,” Dr. Bonilla Castro admitted, “but that would come at the cost of my dignity.”
